Arizona Gov. Evan Mecham proposed an anti-drug plan that raises penalties for everyone from the casual user to the big-time pusher. The proposal, which sailed through the House Judiciary Committee, would include a mandatory 24-hour jail sentence for anyone caught possessing any small amount. It would require people jailed for a crime to be tested for drugs--excluding marijuana or alcohol--before they are released. Mecham said the $15-million-a-year enforcement program is a key part of his anti-drug plan.
