President Reagan and the three living former Presidents will be questioned by the three-member presidential commission appointed to investigate the workings of the National Security Council, said Gen. Brent Scowcroft, a member of the panel. But Scowcroft said Vice Adm. John M. Poindexter, former national security adviser, and Lt. Col. Oliver L. North have refused to testify before the commission, which does not have subpoena authority. Scowcroft told reporters that the group’s objective is not to find culprits but to prevent policy blunders such as the Iran- contras scandal in the future.
