Israeli Prime Minister Shimon Peres will delay his departure from the United States to meet with Soviet Foreign Minister Eduard A. Shevardnadze, a Soviet official said. Israeli officials would not confirm that Peres will meet with the Soviet foreign minister, although Peres said he is delaying his departure to speak at the United Nations and suggested that a meeting is possible. The Soviet Union broke off relations with Israel after the 1967 Middle East War, and the first meeting of the two governments since the break came in Helsinki, Finland, in August. The Soviet delegation ended those talks after 90 minutes.
