Gann’s Pay Initiative

Jean Baldwin (Letters, July 24), who compares Proposition 13 to Gann’s salary-cutter (Proposition 61), is very naive. Proposition 13 fixed a problem, but Proposition 61 creates a big mess where there is nothing that needs fixing.
The government does not hire professionals, investment managers, fire and police chief, etc., to cheat the taxpayers. It hires them because the people (the government) needs qualified persons to do important jobs.
Criminals love Proposition 61 because it wants to pay prosecutors with 20 to 30 years experience a salary lower than the starting pay of law school graduates at some of the big law firms. In addition, the most experienced police professionals will have to resign to avoid losses on the pensions they have earned during their years of service.
