Caltrans Director Leo J. Trombatore named 27-year veteran engineer Donald L. Watson as director of that agency’s Los Angeles district. Watson replaces Heinz Heckeroth, who had been director of Caltrans’ Los Angeles operations since 1980, according to Caltrans. Heckeroth was promoted to chief deputy director to Trombatore in Sacramento. Watson will be responsible for all state transportation programs in Orange, Los Angeles and Ventura counties, Caltrans said.
