President Reagan began the second week of a three-week vacation at his ranch near Santa Barbara by tending to routine paper work and sticking to the schedule of light activity prescribed for his recovery from colon surgery. Since arriving at the ranch last week, the President has shunned the horseback riding and strenuous chores that often are part of his activity there. The President has been taking twice-a-day walks around the ranch and surveyed his 688 acres by jeep.
