In an open letter to Californians, Secretary of the Interior Donald P. Hodel has said that he won’t endanger national security, the economy or the environment when he decides what should be done about drilling for oil off the state’s coast. Hodel is about to begin 10 days of public meetings in the state to seek public views on his planned release of acreage in federal waters for possible drilling.
