The City Council on Monday took the first step in an attempt to ease gridlock in Lawndale by approving an ordinance against blocking intersections. Intersections become blocked as motorists inch up Hawthorne Boulevard to the entrance to the San Diego Freeway. The worst Hawthorne Boulevard intersections, according to city officials, are at 162nd, 163rd and 164th streets.
