Poland’s Communist Party appealed to citizens to ignore the banned Solidarity union’s call to boycott fall elections, but union founder Lech Walesa said he would not cast a ballot. Leaders of 300,000 students and Roman Catholic bishops have also threatened to boycott the Oct. 13 election for 460 Parliament seats. Union leaders are urging voters to stay away to protest the exclusion of candidates from independent organizations.
