Hart’s sober and realistic assessment of Los Angeles County’s responsibilities and options for Malibu’s growth re-emphasizes the irrefutable connection between growth and carefully planned highway and traffic improvements.
Any growth without those much needed improvements will only exacerbate the slowly deteriorating conditions on Pacific Coast Highway.
Future decisions will affect not only Malibu residents but also the many thousands who daily drive through or visit this unique Southern California resource.
Hart appears to be one of the few legislators in this state who place the public good before well-financed development interest groups eager for immediate growth without adequate long-term safeguards.
