BART directors have taken the first step toward building a $719-million rail line from Concord to Antioch, agreeing to construct parking lots at three planned stations, in Antioch, West Pittsburg and Concord, along the 15-mile line. The lots, which are scheduled to be completed this summer, will be used initially by riders on Brentwood-Concord express buses, BART General Manager C. Keith Bernard said.
