Finland said it will hand back to the Soviet Union fragments of a stray target missile that crashed into a northern Finnish lake Dec. 28, adding that it has asked Moscow to pay for the recovery. The Soviet Embassy had requested the return of the wreckage. A Finnish Foreign Ministry statement gave no figure for the cost of recovery. Finnish military experts say the missile crashed into frozen Lake Inari, probably after going off course during Soviet naval exercises in the Barents Sea.
