Former actor Fess Parker will discuss development plans for the long-delayed hotel conference center he hopes to build in Santa Barbara at a 6:30 p.m. dinner meeting Thursday of the Santa Barbara Apartment Assn. at the Santa Barbara Inn. A ballot measure on the complex is scheduled in a March 12 special election.
